Just as it sounds. I typically play on an android device but when I upload to the cloud and download the save files on my iPad my character level is one lower on the iPad.

Are you playing 1.3 on Android and 1.2 on iOS?
I think you can move a save from 1.2 to 1.3, but I would be cautious about going back the other way. Especially if you have 1.3 items in your storage.
