Do fixed enemies spawn at certain levels?

Hello again, I was wondering if certain enemies only spawn after a certain level, I know about enemies scaling to your level, an example would be goblins. There was one time I did castle bluerock at level thirteen without any issues, but the bandit king did not spawn, is this a feature?

To the best of my knowledge, fixed enemies such as the Bandit King, Orc King, etc don't have level requirements to spawn. (If I'm wrong about this, it seems level 14 would be the trigger as that's the level for dragons to appear?)

It could have been a map loading glitch. Sometimes Rumor Bosses / Town Hall Quests replace fixed enemies in a dungeon so that could have been a factor.

Several Rumor Bosses have level triggers to spawn (see here).
