Haha! I never noticed!
Looks like a classic copy/paste mistake.

But no, Ice Elementals live in the plane of Ice. They only visit the Fire plane on mating season for hot and sweaty action with the Fire Elementals. That's how Steam Elementals are born

This is a very old dialogue error that seems resistant to being fixed. I think it has something to do with needing to go back through all the language files to make-sure the correction is universal.
