“While you are not a 'Traveller' wizard, you are still capable of some limited forms of teleportation. This power will not work in large towns and some areas that are magically sealed.”― In-game text
Level 1 (Recall) instantly transports you to the town square of the nearest town. Level 2 (Teleport) allows instant travel to your choice among the towns you have been to on your travels, plus the Tower of Tremadan.
Note that there are some dungeons where this spell (and the scrolls it imitates) cannot be used; for a full list, see the page for Scroll of Recall.
