Captain Whitewater is in charge of the soldiers in Lannegar. With little support from the capital, the garrison has lost control of the nearby Lannegar Mine. Pushed farther back, they have even had trouble keeping the nearby roads clear.
Backstory
Captain Whitewater was formerly the leader of the New Garand soldiers. He had rose through the ranks slowly, always doing his duty but never enough to truly distinguish himself. When his attempts to stop the Seventh House from operating in his city only prompted further crime, he asked to be reassigned. He was put in charge in of peaceful Lannegar where he enjoyed far less taxing responsibilities.
Now goblins have taken over the mine and constantly harass travelers. His few troops are needed to protect the city, so he is left to hiring mercenaries to handle goblin control and other jobs.
