Detailed Walkthrough
Go from Southern Dragon Mountains into the Ashen Wastes. Beware the glowing ash! Having Anti-Rad gear will make your life much easier. The codex is near the water like you were told but your character will NOT be able to find it initially. You need to swing all around the coast till you end up at the NorthWestern-most area. There will be a corpse there and passing an INT 3 check advances the quest.
