Actually I am Lv 26 and I already visited with her Lamis , Fogas , New Garand , Icemist , Nivarian , Freetown , the Sacred Peak and its holy building...
What could I do ?

Did you help her out with the Church quest?

When walking around a capital, a dialogue should pop up at level 12 or above (forget exact level), that dialogue should trigger the quest. IF you tell her to shut up about religious' things, it prevents the quest.
